Healthcare has been a policy item and a topic of debate not only in recent times but as far back as the administration of the second U.S. president, John Adams. In 1798, Adams signed legislation requiring that 20 cents per month of a sailor’s paycheck be set aside for covering their medical bills. This represented the first major piece of U.S. healthcare legislation, and the topic of healthcare has been woven into presidential agendas and political debate ever since.
As a healthcare professional, you may be called upon to provide expertise, guidance and/or opinions on healthcare matters as they are debated for inclusion into new policy. You may also be involved in planning new organizational policy and responses to changes in legislation. For all of these reasons you should be prepared to speak to national healthcare issues making the news.
In this Assignment, you will analyze recent presidential healthcare agendas. You also will prepare a fact sheet to communicate the importance of a healthcare issue and the impact on this issue of recent or proposed policy.
To Prepare:
Review the agenda priorities of the current/sitting U.S. president and the two previous presidential administrations.
Select an issue related to healthcare that was addressed by each of the last three U.S. presidential administrations.
Reflect on the focus of their respective agendas, including the allocation of financial resources for addressing the healthcare issue you selected.
Consider how you would communicate the importance of a healthcare issue to a legislator/policymaker or a member of their staff for inclusion on an agenda.

Be sure to address the following:
Identify and provide a brief description of the population health concern you selected and the factors that contribute to it.
Describe the administrative agenda focus related to the issue you selected.
Identify the allocations of financial and other resources that the current and two previous presidents dedicated to this issue.

Describe the Population Health concern you selected and the factors that contribute to it. Obesity is normally described as having excessive weight for a given age of an individual. Obesity is measured using the Body Mass index a screening tool. This illness is correlated with various conditions as well as illnesses referred to as cardiovascular diseases, which are a class of diseases that involve heart or blood vessels, they include, coronary artery disease, angina and myocardial infraction, stroke, heart failure, hypertensive heart disease among others. Obesity is indicated through high values of Body Mass Index. This directly exposes the patient to various types of illnesses as noted above. Obesity has been found to have a direct correlation with depression as well (Centers for Disease Control and Prevention, 2018). Clinical depression in turn also leads to a higher chance of obesity development. This illness is a leading preventable cause of death worldwide, which is increasing at a faster rate among children and adults. Though it was perceived to be a sign of wealth and fertility at a past time in history, it is much stigmatized in the modern world as it more prevalent in women than in men. There have been plenty of contributing factors but they are not necessarily a direct implication, they include factors such as socioeconomic status, culture as well as physical activity.

• The aims of the program were to equip parents and guardian’s helpful information as well as fostering environments that facilitate healthy choices. Providing healthier foods in schools and institutions of learning in communities. Further ensuring each family has access healthy and affordable food. This will go a long way in assisting kids to be more physically active. Under President Bush, The Healthier United States was launched which focused on assisting Americans take steps to improve their personal health and fitness and encourages all Americans to be physically active on a daily basis, have a nutritious diet, get preventative screenings as well as making healthy choices (The White House, 2003).

Identify the allocations of financial and other resources that the current and two previous presidents dedicated to this issue. • The trump administration set aside $500 million United States Health Block grant, which will equip different states to put in place specific interventions that address leading mortality cases that are facing specific populations. The agency at the forefront of addressing the obesity epidemic during the Trump administration is The Centers for Disease Control and Prevention (CDC).

During the Obama administration, the Food and Drug Administration (FDA) “Nutrition Facts label for packaged foods reflecting the latest science, the most relevant nutrition information, and a refreshed design in an effort to provide families with the information they need to make healthy choices.” (Let’s Move!, 2010). During the Bush administration, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) published two articles on Obesity prevention in 2003 and 2004 respectively. Therefore, I would trust the HHS with this issue during the Bush administration.
How do you think your selected healthcare issue might get on the agenda for the current and two previous presidents? How does it stay there? President Trump does not appear to consider Obesity to be a major problem. His administration mostly pays lip service to the problem and the president himself is known to be a lover of fast food. Therefore, for the problem to gain traction in this current administration would require a top-down change of attitude from the President all the way down. Obesity was a major initiative during the Obama administration, especially with the Let’s Move! Program spearheaded by Michelle Obama. So, the issue was on the administrative agenda for the administration and stayed there for the duration of the administration. With the Healthier US initiative, the Bush administration took steps to combat Obesity in the country. The issue was a part of the administrative agenda, but could have received more support from the administration with a declaration of a national emergency that would ensure that the issue remained at the forefront of the Bush administrative agenda.
Who would you choose to be the entrepreneur/ champion/sponsor of the healthcare issue you selected for the current and two previous presidents? The issue has not received enough attention during the Trump Administration. But if I were to choose someone in the Trump administration to champion the issue of obesity, then it would be Ivanka Trump as she is a special adviser to the president and also known to be a favorite of his. Michelle Obama led and championed the Let’s Move! Initiative during the Obama administration and would be the natural choice to sponsor the initiative. President Bush’s council on physical fitness and sports is “chaired by Lynn Swann, and vice-chaired by Dot Richardson, the Council will coordinate its activities with Federal, state, and private entities to serve communities across the country more effectively” (United States of America Embassy, 2002). So, I would have chosen Lynn Swann to champion the fight against obesity in the Bush administration.
